I came across an album recently that reminded me a lot of the early Scott records and thought I would share it with you: High (2004) by The Blue Nile. I know we have another thread for singers that sound like Scott, but here I find other qualities in the feel of it that APPROACH those great records of the 60s. I know the band has been around for 20 years and has done some mediocre stuff but this is a great record IMO. Hope it works for you.
